The EPA’s New 6-Upgrade Home Energy Roadmap — And Which One Pays Off Fastest

An average of $500 a year is what the average American household could save on utility bills by adopting six specific upgrades the Environmental Protection Agency just packaged together under its ENERGY STAR Home Upgrade initiative. The agency’s pitch is that these six changes, taken as a set, could cut national residential energy use by up to 20% by 2050 if adopted widely enough. The list itself is not exotic: a heat pump heating and cooling system, a heat pump water heater, a smart thermostat, high-performance windows or storm windows, a sealed and insulated attic, and wiring that makes a home ready for an EV charger. What EPA does not do is rank them by cost or payback speed, so we pulled the agency’s own per-category figures, plus independent installation-cost data, to sort the six from fastest return to slowest.

1. Smart thermostat

A certified smart thermostat runs $50 to $300, according to ENERGY STAR’s own upgrade guide, and automatically adjusts heating and cooling around a household’s actual schedule. The agency’s smart thermostat FAQ puts the typical savings at about 8% of heating and cooling costs, or roughly $50 a year. Many utilities hand the devices out free or rebate the full purchase price, which makes this the one upgrade on the list that can pay for itself before the first heating season ends.

2. Heat pump water heater

A heat pump water heater draws warmth from surrounding air instead of generating it with resistance coils, and ENERGY STAR’s own benefits and savings data puts the savings at about $550 a year in electricity for a four-person household. Against a typical incremental cost of roughly $1,500 over a standard electric tank, that’s a documented 2.7-year payback, one of the few precise break-even figures ENERGY STAR publishes for any of the six upgrades, and about $5,600 saved over the unit’s 13-year life.

3. Sealed and insulated attic

Air-sealing and insulating an unfinished attic is the oldest trick in home efficiency, and ENERGY STAR still credits it with cutting up to 10% off a household’s annual energy bill through its Home Upgrade program page. A professional job typically runs $1,700 to $3,250 including sealing, per cost data from home-services marketplace Angi. That puts payback closer to a decade for most households, slower than the thermostat or water heater but far cheaper than replacing an entire HVAC system, and it makes every other upgrade on this list more effective once it’s done.

4. High-performance windows or storm windows

Replacing single-pane windows with ENERGY STAR certified units saves $125 to $340 a year on energy bills, according to the agency’s own cost and savings analysis, with the largest gains in the hottest and coldest climates. Storm windows installed over existing panes capture much of that benefit for a fraction of full-replacement cost, which can run into the tens of thousands of dollars for a whole house. Because full replacement is expensive, payback stretches past a decade unless the windows already need replacing anyway.

5. Heat pump HVAC system

A full heat pump heating and cooling system is the priciest item on the list. EnergySage marketplace data puts installed costs at $14,500 for a ducted system to nearly $26,000 for a ductless mini-split. ENERGY STAR’s clean heating and cooling page notes the average household spends about $1,900 a year on energy, with roughly half going to heating and cooling, and that heat pumps can deliver up to three times more heat energy than the electricity they consume. Even so, the scale of the investment means most households won’t break even for many years without a rebate.

6. EV-charger-ready wiring

Pre-wiring a home for an EV charger, whether through a dedicated circuit, a load-sharing device, or a full panel upgrade, costs $300 to $2,500 for most homes, and far more if the utility’s service line to the house needs upgrading, per ENERGY STAR’s electric-ready guide. Unlike the other five upgrades, this one doesn’t lower a household’s current energy bill at all. Its payoff arrives later, in the form of a cheaper, faster retrofit whenever the homeowner actually buys an EV.

The pattern across all six holds up under the numbers: the cheapest upgrades on EPA’s list, a smart thermostat and a sealed attic, return savings wildly out of proportion to what they cost, while the big-ticket items, a full heat pump system or a whole-house window swap, promise the largest total energy cuts but the slowest personal payback without help from a rebate. For a homeowner trying to decide where to start, the smallest checks clear first.
