In one suburban neighborhood, a routine fencing project turned into a dramatic confrontation that left many residents shaking their heads. The homeowner, who had finally decided to build the fence after enduring years of frustration with the obstructive neighbor, was outside early, double-checking the property boundaries and utility flags.
