Chicago Suburb Skokie Loosened Its Strict Vacation Rental Rules After Almost Every Host Ignored Its Brand New Registration Program

Skokie, Illinois built a short-term rental registration program designed to bring order to its Airbnb market, and almost nobody signed up for it. As of the village board’s Sept. 8 meeting, only 2 of the roughly 68 tracked rental units in town had fully registered, according to reporting on the trustee meeting. Rather than ramp up enforcement, trustees voted 5-1 to make the program dramatically easier to join.

The village’s short-term rental ordinance took effect May 1, 2026, requiring hosts to carry an annual operator license and separate registration, with owner-occupied units and investor-owned units billed differently. Combined, those fees added up to roughly $3,650 in upfront costs for a typical operator, according to Hoodline’s account of the pilot’s rollout. The original rules also capped stays at a minimum of five nights and limited hosts to 18 bookings a year.

What trustees changed

  • Total fees dropped from about $3,650 to roughly $550 — a $400 registration fee plus a $150 operator license.
  • Minimum stay fell from five nights to just one night.
  • The annual booking cap was removed for owner-occupied rentals.
  • The changes apply specifically to owner-occupied units; no investor-owned properties had registered under either version of the rules.

Village staff found that nearly 84% of the non-compliant listings were being rented for stretches shorter than the old five-night minimum, suggesting the rule itself, not just the fees, was steering hosts away from registering at all. Trustee Gail Schechter cast the lone dissenting vote against the revisions. Corporation Counsel was directed to draft the amended ordinance for a second reading at an upcoming board meeting before it becomes final.

A housing-affordability effort that struggled to launch

Skokie built the registration system as part of an 18-month pilot meant to let the village study home-sharing activity without allowing outside investors to convert housing stock into full-time vacation rentals, a concern trustees raised when the ordinance was first drafted earlier this year. Enforcement wasn’t toothless on paper — violators faced fines starting at $500 for a first offense and climbing to $1,500 for repeat violations.

In practice, the vast majority of the village’s short-term rental hosts simply operated outside the system rather than pay to join it. With fees cut by roughly 85% and the minimum-stay rule loosened to match how most listings were actually being booked, Skokie is betting that a cheaper, more flexible version of the same program will succeed where the strict original one didn’t.
